Constructed of silver with gilt, on loop for suspension from its period original ribbon, consisting of a Cross Patte, the obverse with a central gilt medallion bearing a raised monogram of Kaiser Wilhelm II, topped by a royal crown, with bottom date of 1900, the reverse with an analogous medallion bearing an inscription of VERDIENST UM DEN STAAT (SERVICE TO THE STATE) inside of a laurel wreath, unmarked,
